The meaning of this is "A New Level" in other words. It makes me think something happened to Phil when he was younger and he overcame it later in life, or he wrote it because he knew younger men could really relate to it, or a little both. |

A 13 stepper is the name for someone in rehab who's been there for a while and preys on newbies for sex, most of the time resulting in a relapse. Which might explain why "Whores" is in the lyrics, also "Leads to nowhere" not to mention "13 steps". The verses seem to have the general meaning about how people just don't give a shit about each other or themselves anymore, while the media paints the opposite picture. |

The song being called 10's might mean buying multiple cheap $10 bags of heroin over time instead of saving up for a larger more valuable one, due to the strength of the addiction causes one to become desperate for more that one will take whatever one can get as soon as possible. Its just like Darrell nickname "Dimebag" but I believe in his case its referring to weed. |
