I love Peart's lyrics, but he's creating a straw man here. The Maples are arguing for equal opportunity, but Neil gives them and the Oaks equal outcome through "hatchet, ax, and saw".
If you go along with the idea that society privileges certain people based on their gender, race, nationality, and so on, you would have to agree that a straight white male from an affluent country is more Oak than Maple.

I think it's a mistake to look for symbolism in TMBG lyrics. To me, they're surreal, not symbolic.

This has always seemed like nothing more than fun word play by Peart. My only question is "Who is Mongo"? Is it an anagram of someone in Neil's life? I never thought to associate it with the Candygram from Blazing Saddles, but it makes sense now!
