Seems like a song of regret, wonderings of the past or what could have been. In my opinion:

The first verse is about not being afraid of standing out from the crowd at risk of looking like a fool. The second verse might be about the past being gone and some things being forever unknown. The third is about wasting time, not making the most of it and yet "not reforming" despite said wisdom. The fourth is about ignoring somebody, maybe a girl, not asking her out, and forever wondering if she felt the same. The overall tone of the song is to move on and avoid dwelling on the past.

One of my favorite hip lyrics among many others.

Complete over-analysis. Listen to New Orleans is Sinking live in Hengelo and tell me incest is something Gord would never sing about. Considering how much the Hengelo show influenced the album already, it isn't that far fetched to say that Pigeon Camera was inspired by it.

So in my opinion:
1. Incest - "Seemed handsome at the auction... grew up into something we could no longer contain." Lust took control and they didn't think.
2. The "Pigeon Camera" is the secret, "By now it could be anywhere..."
3. "Something we could no longer contain..." he gets her pregnant. They're f_cked.
4. The chorus seems like Gord talking about the Hengelo show ("I'm embarrassed") and his NOIS rant, but also fits in well with incest theme of the song
