As it often is, the song started as a riff, the words came later. Wylde said, the band found the main rhythm, and Ozzy started singing about Mason, probably just because the name suited the beat.
Lawyer-detective Mason is the subject of a book series written in the 1930s by Erle Stanley Gardner (1899-1970), made into a TV show that ran from '57 to '66, starring Raymond Burr.

The theme being the protests of 1989 is obvious from: People's Republic, the Square, tanks, bloodbath. The events culminated in killings on the night of June 3–4 and were rather 'days of June'. May being a word easier to sing here must be the reason for the title.

Just in case, the title refers to the Latin greeting 'Ave [Caesar] morituri te salutant' (Hail [Caesar] those [who are] about to die salute Thee) used by gladiators for the emperor and perhaps other spectators before fights.
