Actually, I think the song was written from the view of Charlie Manson in prison. Which is why it points to "they will" for kill, but when talking about fading, it's "I will". It starts with the "light upon this grave", i.e. prison. It also means the narrator doesn't kill, but knows the "kids" will. The "kids" are, of course, Manson's followers.

She once said she'd toured and saw people up on the hill looking down on starving kids, but that was well after release and doesn't really fit the narrative. I think it was more distasteful to say it was written "by" Manson than to give it an altruistic meaning. Maybe she meant it by "on the hill" but, other than some quite mountainous areas, traveling the world, most nobles, government and rich don't live on hills. In fact, those most bound to be brutal to the poor live among them watching their degradation. *shrug*
