Honestly this is a song about someone peering into the life of someone who is mentally ill. I used to think that the waving part was out of place before I experienced what it was to try and help someone with a mental illness. Basically they won't you let you in. Because they can't. It goes against their reality but you still stand their waving at them with an out stretched arm trying to pull them out.
