The song is about the type of false appraisal that is known often occurs when intoxicated - drunk sincerity.

Take the first verse:
The smell of virgin pages wafted through the swinging doors
[enters a counselors office with many unread books - i.e. bad counselor]
And the croaking speech he'd heard from countless counselors before
[This person has been through many counselors, they're having a hard time]
They said "we all care for you, we know how you suffer
But I know you can succeed, I used to have it so much rougher"

And then the chorus:

There's hope in the words and emotion in the eyes
It's so easy to be misled by the savvy gentle guise
And like fools we trust the delivery
But it's all just drunk sincerity

All 3 speakers share these facts from the chorus. They convincingly deliver a hopeful emotional proclamation based on feelings, nothing more.

Verse 2 concerns war:

In maternal family assembly poised regarding the blue tube
[we watched TV as a family]
The numbers crept up higher and the hawks stayed out of view
[casualty counts were updated and war proponents weren't seen]
Then the generals said "we don't want our boys dead
Your sons and your husbands will be coming back heroes soon"

Another liar who does feel, and hope, but is drunk [on power?] and unable or unwilling to face hard facts.

With steam, heat, and rhythm in the back seat of the car
And adolescent perspective projecting life's forecast to the stars
You heard love from the lips and you were rapt by the hips
And the promise was eternal but you couldn't see that far

You were drunk [on?] and may have literally said I love you with drunk sincerity.
