I really think I've figured it out. To me, this is the undoubtably the sound of an internal conflict. Many of you guys seem to think it's Cornell's problem with society - but I'd make the argument that this is a testament to his own, inner struggles.

This song is about suicidal tendencies, not some disgust with society. Society has tried to help him, as he points out.

"Someone tried to tell me something
Don't let the world bring you down?
Nothing will do me in before I do myself."

He wants to do himself in, sensing that nobody can help him.

"Blow up the outside" is a metaphor of distraction, a mantra of misdirection.

In the second (bridge?), he clearly talks of his own death. He'd like to give it meaning, and if not, wish himself incapable of his own self-destruction.

"Want to make it understood (his life and death)
Wanting though I never would (suicide)
Trying though I know it's wrong (self-destruction)
Blowing it to hell and gone
Wishing though I never could"
