I made an account just so I could could correct the lyrics of this song. First off, everywhere I look, people think Fraser is saying, "Fearless on my breath." It may sound that way, but it's wrong. If you listen closely, she's saying, "Feathers on my breath", which is the exact line in Jose Gonzalez' cover. Obviously, feathers indicate lightness. "Feathers on my breath" indicates the ease with which the three words, "I love you" is said. "Love is a doing word", obviously points to actions speaking louder than words, because the words come easily.

Secondly, the last line, as it's written here is way off. The line is, "He was tumbling in the tow." He, is referring to Jeff Buckley, who died in a drowning accident, Tow means to drag. Therefore, she's describing, in heartbreaking terms, the act of his drowning.

Overall, the song is about loss. This is Liz Fraser's way of coping with Jeff Buckley's death. She's also confessing to him her love, that maybe she didn't tangibly show him while still alive, but now feels even more so through her mourning. "Water is my eye", refers to the tears she's shed. Water also has reflective qualities. "Most faithful mirror" refers to the eyes being the mirror to the soul. So her tears for him reflect how much she truly loved him. "Black flowers blossom" indicates the eventual need to go on with life, after mourning.
