'waiting at the school gates' ain't just a term used literally, though. It's a commonly used phrase to mean someone waiting for you to show up somewhere to have a go or square up to you, usually about something you consider trivial, petty or blown outa' poroportion. And Peter's forever using coloquiel and dialectical slang.

Pete said years back in some interview that he wrote the song after some drama with Carl and the band. Hence the tironic use of hyperbole with phrases 'a campaign of hate' and 'waiting at the school gates' maybe. He mighta' not been talking about literal school days but how he felt the argument(s) he'd had with Carl and the band were all schoolyard stuff - i.e. petty and stupid.

Take it further, and 'white kids talking like they're black' and 'rich kids talking like they're poor' could just be a jibe at folk being insincere. Long time during all the dramas with the band, Pete said time and time again that he felt he was the only one being sincere and true to being a libertine.
