I believe this song is about growing up, and becoming part of the work force. "You didn't like school" makes me think that the character being referred to has recently finished/ is about to finish their education. The "machine" is the work force, and now the character is joining the machine of society, not special, working just like every other cog. "What did you dream? It's alright we told you what to dream" It think this is carrying a similar message as Another Brick in the Wall, after completing their education, the character has been told what to dream, and is now another one of the millions of cogs in the societal machine. Obviously there are many other meanings in the song, but this is the one I understood the easiest.

The main theme of the entire wall album is isolation, but it is said fro the perspective of someone in isolation. This song is from the perspective of someone trying to "Call out" to someone stuck behind the figurative wall between them and everyone else. They are trying to rescue them from isolation and getting them back from "beyond the wall". "Open your heart, I'm coming home" This line shows that the person in isolation has closed their heart to everyone else, but he's now coming to bring him out of isolation. Another great line is "United we stand, divided we fall" This is saying that although they may be standing together in the physical sense, they are completely separated otherwise.
