I believe that he thinks he had finally gotten over her "climbed this whole mountainside to wash my eyelids in the rain" - meaning he is ready to wash the dried tears off his eyes, but when he saw she's gotten remarried, it reopens the wound (bringing more tears to his eyes). He wants to "laugh and cry and cry and laugh about it all again" because he realizes it might be the only way to move on from Marianne - to face the memories, good and bad, and appreciate the relationship for the times they had together.
