@[richard741:15739] I think this handles the literal interpretation quite well, but I believe that there is a deeper meaning in the song.

The line, "There is someone here who laughs too hard at everything", implies that someone possesses knowledge that others do not or that they see humor in something that others are oblivious to.

Paddling out (to me) seems to refer to the act of seeking enlightenment or striving for success in some way.

When paired with the music video, a story is told. We are shown a man who seems to live a life of mindless self-indulgence. He wakes up from the floor, passed out drunk. He's kind of a fat slob, as indicated by the sloppy milk chugging and his general appearance. The man finds a pair of magic shoes (the shoes represent LSD). The shoes make him happy. After finding the shoes, he is abducted by strange space people who physically alter him, transforming him into the "perfect man". These explorers represent experienced psychedelic users guiding the protagonist through a transformative process. The man seems to be horrified by his transformation at first, but he quickly embraces it as evidenced by his joyous dancing. He is shocked to learn that so many others have gone through a similar transformative process (many contemporary musicians have been deeply influenced by psychedelics).

The music video for this song makes up a 3 part story (comprised of Paddling Out, The Wave, and Devil's Work) which encourages the use of psychedelics as a device to augment life experiences and improve the self. This is my interpretation, but I believe that I can make a convincing argument after analyzing the three videos as a whole.
