I think that the song is about the period where he was actually using drugs, in the mid 90s- possibly, in particular '95 and '96, when he had his suicide attempt and death. The reference to the 'tin man' is probably to do with the figure of the Tin-Man he supposedly had chained to his wall, due to his paranoia, and the line: 'See that gun right there its mine' is probably referring to the many guns he had during this period- again because of his paranoia. The line: 'Ask me what I want
Easy that's just more' could be talking about drugs and how all he cared about at this point in his life was drugs- something he has talked a lot about in interviews.
