I think it's a reflection song. The singer is thinking back to when he met his now wife and how amazing it was. The line "It was our first week at Myrtle Beach where it all began" is him thinking back to where it happened, and the rest of the song deals with the little things that made them fall in love. I think it's possible they only saw each other each summer at first, especially since the phrases "where it began" and "the day we had to leave" are used, but eventually they realize what they have is real so they found a way to be together.

I don't think the 19 in the song reflects, but is actually a bit of word play. It was the summer of them hence the line "It was everything we wanted it to be/The summer of 19 you and me."

I love this song, and I want a man to feel this intensely for me one day.

That said the meaning is pretty straight forward. He's madly in love with this woman and wants to give her everything, but at the moment he can't. He's telling her, "I will give you a ring and commit myself to you right now, even though it won't be what you've dreamed of, because I love you with all my heart." He's promising her that though things are hard right now, financially and career wise it seems, he's working his butt off to get to the level where he can give her all the things he knows she dreams of (a gold and diamond ring, a big house on the hill). He's asking her to stand with him, despite her friends' and family's reservations about him, because as soon as it gets better, he's going to give her all the things she's dreamed of. It's also showing how he's willing to give her everything because she is his everything. He doesn't need anything else other than her which is why he repeats the first verse at the close of the song. He's asking her to wear this cheap plastic ring because all he needs is her love.

The way I see it, the singer is reflecting on a horrible destructive relationship he never should have been in. From the outside the girl is beautiful and perfect, but secretly she's hiding her true self (Story's changing, colors fading/You are nothing more than I thought.) Once he's deep in the relationship, he realizes he's dating a crazy women (i've never seen your eyes so red/Familiar stranger thrust into my bed), who is possibly suffering from borderline personality disorder or actually a psychopath or sociopath, and the only way out is to "kill" her (end the relationship as quickly and viciously as possible to make her hate him.) The lines "I should have killed you when i had the chance/ to get off easy" is his way of looking back and saying "I should have walked away the second I saw you so i never put myself in the position of having to destroy you to save myself.) The news in the beginning is, in my opinion, to just set the scene that one or both of them ended up being victims of the relationship since it says Victim no. 1 was found in the living room.

It's commentary on what's happening with all the shootings, kidnappings, and just the general bad news on the news nowadays. He's saying we need more love in this life, more compassion, and to lift each other up.
