Just an opinion...

"...I thought I buried you and covered the tracks. You'll have to take this with your cold dead hands. I thought I buried you. What's dead can never die..."
He thought he has put a person to the back of his mind. He didn't want anything to do with them anymore and thought he might've put them out of his life. They were dead to him, but now they're coming back, or 'coming back to life'. 'What's dead can never die' is like a reference to either himself saying that his soul may have died or to the person saying that even though they're dead to him, they're still lingering, and can't die.

"I thought I'd cut you loose, severed the feeling. I slipped through the cracks and you caved in my ceiling. I thought I buried you, what's dead can never die."
It's just kind of the same thing being said here. He doesn't want the person in his life, and he just wants them gone.

"Can you tell from the look in our eyes? (We're going nowhere) We lived our lives and we're ready to die (We're going nowhere) You can run but you'll never escape (over and over again) Will we ever see the end? (we're going nowhere)"
Here he's saying that if you just look at him and see that he's done with everything. He's lived what he's wanted and maybe felt that he was no longer needed in life and he was really ready to die, or commit. Just like 'you can run, but you can't hide', you can't escape from what life is going to do with you. You'll run, but you will never get away from in. Then, he asks will he see the end. You never really see the end coming, but you know it's going to be there, and he may be hoping his end will be soon.

"Rise from the dead you say? Secrets don't sleep 'til they're took to the grave. Signal the sirens, rally the troops. Ladies and gentlemen, it's the moment of truth."
His secrets have risen from the bottom of his mind, or "grave" as he puts it. He wants people to listen to what he has to say, and what he has to say is the truth.

"This is sempiternal. Will we ever see the end? This is sempiternal, over and over again."
And I fell as if he just added this to the song because of the album.
