I think this song is about a parent child relationship gone sour, hoping to repair itself. The first verse is talking about how the parent is sorry for what they've done and how they appreciate what the kid has put up with.
"Sometimes I'm a selfish fake"
(Talking about the parent).
"You're always a true friend"
(The kid has been tolerant of the parent's selfish behavior, and they are thankful).

Second verse summary:
The parent is remembering how many good time they have spent together. Perhaps, the parent thinks of nature when he sees the child.
"Sun kisses the earth
I hush my urge to cry"
(The parent remembers the time they spent).

Third verse summary:
The parent and child finally reconcile. They finally are able to say that they love each other.

(The child has waited for this moment and his patience has paid off).

The parent wants to be there for his child, obiviously. You can also say that the parent feels very strongly. They want this relationship again.

You can't know for sure that this song is about the illuminati. However, I've always thought that this song is talking about authority, and how it changes. Cornell is saying that no matter who runs for office, who takes over authority, the world will always be messed up. The phrase "new damage" is referring to when authority changes, nothing has really changes in the long run and the new leaders are just "new damage" to the world.

I think this song is about how Artis the Spoonman is judged by society and how people look down upon him because of what he does for a living. This type of social injustice exists everywhere, wether it be in school, work, or life in general, people are always looking at us through their own eyes, not bothering to understand our actual stories.
