IMO it's about an entity trying to overcome some other entity. No judgement on either entity.
The first-person in the song seems to be a lower level person, who obviously has some issues. (I could strangle you all)
He's in the know enough to know about the bombing attempt:
Although it passed the mail
It blew a fuse and failed (it's obviously failed, not bailed)
And he knew about the attempt to feed lines to whatever entity, but whoever was in control of his entity decided it was too obvious:
And though the text was fed
Too obvious, they said, and moved it underground
So he is part of an entity that at first was open enough to try things without being hidden, for example the attempted bombing they would take credit for. But then the bomb failed, and then their attempt at propaganda was deemed too obvious, maybe to identify them, so they take their movement underground.
