First off - the lyrics (at the time of posting) are completely wrong. Protoboat nailed them in their comment, though.

Reading the verse from those lyrics, it sounds like a fairly straightforward song. A man enters a bedroom where a ladyfriend is already sleeping. He tiptoes into bed, trying not to wake her. But can't fall asleep and so lays next to her with a reading light on, watching the clock.

And that could be it. This could just be a song about a man watching his girlfriend sleep. But...the chorus.

There's an air of urgency and stress ("count every second on every clock"). She isn't sleeping peacfully in bed, she's twitching and jerking, a fitful sleep. It sounds more like he's taking care of her than joining her in bed. Think about the line "I'll call the shots, till you wake up." All of a sudden, the purpose and tone of the song changed for me. She's not sleeping - she's "dreaming" - she's out of it. Maybe a coma. She might be in the hospital where he's her legal guardian ("arranging papers around the bed", "I'll call the shots, till you wake up"). And on this night, when her coma slips into powerful dreaming, it causes her to twitch and jerk, so he crawls into bed next to her to try and comfort her. But there's no way in hell he'd be able to fall asleep now, not with her in that kind of condition ("gone are hopes of getting tired") so he just lays there with the reading light on, counting the seconds, waiting, waiting, waiting ("the hours come, the hours go").
