"when you hear the *sirens you realize its just a whim"?
"What you choose to believe in *Dictates your right to fall"?

The whole song, when taken more literally, sounds like the writer is singing about a person to took a long walk off a short cliff. Maybe the subject did something they couldn't turn back from.

The writer asks the listener, and in turn, himself, what would you do (in that situation) if it all came back to you, with no one else around to hear your calls? The writer says "I'd do the same as you" meaning, if in the same situation i'd take the plunge as well.

But in a moment of clarity, just before he jumps, the writer looks back to the listener and says (paraphrasing) "Do as I say, not as i do. look through all your dark corners, and when you're out of options, step back from the ledge"

I think it's more cerebral and subconscious than it is as deliberate as i painted it, but i hear "what you choose to believe in (about yourself) dictates (in your mind) your right to fall.

Does *Lenard Cohen know his name? Or maybe Mr. Cohen is a guy he is playing D&D with, and they are in a tavern where he is talking about an amulet that he failed to retrieve because it wasn't in the locations he was looking.

Been down in the dungeons.
Been high on the plains.
Been everywhere but home-
How can you lose what was never there?

That is it! The amulet is at his house!

When I read these lyricsI see a person attending an estranged funeral, or visiting someone terminally ill or critically injured. The person is someone who doesn't deserve death; maybe before their time, by unjust, or inconceivable means. The lyricist offers sympathy, not empathy. The lyricist doesn't know the deceased, but is paying respect to someone who does, and was hurt deeply by the loss.
