This isn't a song about doing crazy stuff in Mexico. It's about being bored out of your skull in Mexico -- stuck in a little hole in the wall bar across the border because you're wanted for murder in the states. The way I interpret it, he got into the altercation with the law man over Billy Jean in the states, killed him, then fled across the desert sands to Mexicali, where he spends his days thinking and drinking.
