Look, I don't mean to be confrontational but... this song is asking the question "have we gone far enough?" (toward equality). Obviously, in 1973 and in Zappa's eyes, no. The lyrics point out how even though they might dress nicely, they still need to worry about having a hose turned on them, It also points out the silly fascination ALL people have with looking good, regardless of how little that really means to their situation. Growing a 'fro and throwing away the dew rag (which of course came back with a vengeance), Looking "sharp in these clothes", etc.
One thing is for sure, Zappa didn't care WHO the hell anyone was, or what group they belonged to. They were all fair game to his satire and social commentary.
