For me it looks pretty simple: it's about leaving home and the turning point it is in author's life.

"I've got to buy some shoes
These ones are getting lose
My feet are shrinking in the
Sun, and it ain't fun
But it looks like rain up ahead
In forty miles.
A big rainbow took the blue sky."

So his shoes are getting loose and he is shrinking where he is. He also tells that new things stand close - "rain up ahead in forty miles".

Next part is like telling goodbye to his mother and jumping into new life - "jump in the river and let the water soak the sin in my soul". It sounds like leaving home comes with some kind of sin making.

And finally, already out of home, the author is already living his life the way he wants - seemingly full of sins and drugs.
