I think this song is specifically about people in charge (politicians etc.) and how they are destroying the future of the young people in which they educate and control.

The wall on which the prophets wrote
Is cracking at the seams
(the prophets spoke of enlightenment and the joy that comes from it. The concept of learning only from a teacher is relatively modern as most people used to teach and learn for themselves and therefore the enlightenment and wisdom that the prophets once had are lost)

Upon the instruments of death
The sunlight brightly gleams
(I think this can be interpreted that the "instruments of death" are humans. The sun shines on the good AND bad people)

When every man is torn apart
With nightmares and with dreams,
(In our society a lot is expected of the youth. these "dreams" put into their heads can be good but also can haunt the kids with feelings of inadequacy)

Will no one lay the laurel wreath
As silence drowns the screams
(In our society it is increasingly difficult to stand up for what you believe in. No one wants to go against everybody. "lay the laurel wreath" can speak to the true winner or good-doer who is not recognized)

Between the iron gates of fate,
The seeds of time were sown,
(this can refer to how the concept of time was developed by humans only in relation to themselves and their fate; time doesnt exist where humans dont exist)

And watered by the deeds of those
Who know and who are known;
(this concept was developed and added on too by the famous prophets and people who we still learn about today)

Knowledge is a deadly friend
When no one sets the rules
(people use knowledge against others sometimes; additionally, it is a "deadly friend" because it can cause some people to self-destruct)

The fate of all mankind I see
Is in the hands of fools
(the people in charge of instructing the youth (the fate or future of mankind) are corrupting them and leading them down the wrong path)

Confusion will be my epitaph
As I crawl a cracked and broken path
(epitaph- a short text honoring a dead person usually on tombstone. the speaker looks at society as destructive and corrupt and is confused as how others can not also view it that way. therefore when he/she dies and the world forgets about him/her, confusion will be how he/she is remembered)

If we make it we can all sit back and laugh,
(if the speaker makes it through this time of confusion/suffering then he/she will laugh and enjoy life)

But I fear tomorrow I'll be crying,
Yes I fear tomorrow I'll be crying
(the speaker is not optimistic about the fate/future of mankind)

this is a great song; truly one of KC's best!
