"Lawless law men walk the streets of dirty meadows of foul mouthed mothers and guns" - probably means Police or law enforcement walking through the english version of what we call ghettos (where people are rude and dirty) and wanting either drugs or prostitutes. "Brick blacked-up kids" is probably kids high on or using black tar heroin or kids that are dirty and have been beaten with bricks "Rotting teeth of a grubby gran" probably just refers to the dirtiness of the place and the lack of self-respect and care its inhabitants have "with a duster and flash of switch blade fun" The duster is a long coat kind of like a trench coat and the flash of switchblade fun probably means he is trying to fool and scare people or threaten them with the knife (this man is kinda like a stereotypical maniac) "picket was broken soiled age ago" the picket is a fence, and you know how white picket fences usually represent a house in a nice neighborhood with a picture perfect family inside, well that white picket fence was broken ( and most likely it is dirty and not white anymore, paint peeling ext..) a soiled age ago just means a long time ago, the whole phrase means that the place has deteriorated and has been left in shambles (it is now a slum), whereas along time ago it might have been nice a 40' Refers to a bag of weed that costs $40 |
