I had about the same idea as you, but i always thought it was about going to war as a soldier rather than on tour as a musician!
I interpreted "'til everyone is singing la la la la la la la" as it being peace in that country he's fighting in, but it being about music seems to fit a bit better.

I do believe this is about a boy that thinks that has fallen in love with a girl who loves him very much, but he can't be with her because he isn't allowed to, or come to realise that he is bad for her.
But he can't shake his feelings for her, and so he returns to her; even though he knows it's wrong, and end up hurting her,
In the chorus he sings about how he sees her and how her charm just drives him to go back to her. "She's won the battle" and gets the man of her dreams, but shortly after they get together he leaves her "just as he came near".

The last line "Your eyes aren't blue, but I still see seas within" leads me to believe that he can't be with her because of cultural or ethnical reasons.
For example, if he was some kind of hard-core nazi and she wasn't aryan.
