"Living Doll" is the title of a song by Cliff Richards. The song lyrics are as creepy (maybe just to modern ears?) as Cliff Richards' voice is smooth and velvety. Not sure if the "living doll" here refers to that song though. Anyway, a doll is a lifeless thing that's pretty for somebody else's benefit. It's riding in a circle. It's behind a wall of clocks. There's a sense of oh wait I'll just stop writing now I found this (the excerpt explains the Smiths reference, but the whole blog entry is actually pretty spot on): "Panic" is a song about dissatisfaction with the contemporary pop music of the time, including the words "the music that they constantly play/it says nothing to me about my life". A songwriter expressing dissatisfaction with radio music, which is often popularly referred to as soulless, trendy, repetitive, or corporate-- we can begin to see how this relates to the second verse of the song in which "living dolls...[ride] the circle tracks".
