I've rediscovered this album again after first hearing it in high school. For this track, I reckon Theresa gets it mostly right in this comment:

but to clarify and add my $0.02…

The song uses fox hunting as a metaphor for love. The hounds (love) are coming to hunt the fox (the narrator, in this case Kate Bush). Traditionally, one would walk through water as a way of throwing the hounds off the scent but in the song she only gets two steps in – maybe she's tired of running? maybe she wants to be caught?

"I found a fox
Caught by dogs
He let me take him in my hands"

The hounds of love have caught the fox. Taking someone or something by the hand is a gesture of caring or protection. In this way the narrator identifies with the fox.

"His little heart
It beats so fast
And I'm ashamed of running away"

His/her heart is beating fast. It's a little heart, possibly a sign this is the first love of an adolescent.

Throughout most of the song she is afraid and unsure. By the end of the song this develops into the realisation of what she needs; finishing with –

"I don't know what's good for me"
to then saying
"Do you know what I really need?"

And of course the song finishes with the realisation the narrator needs love.

I'm going with 'fuck like a broken sail'.
What they're doing is providing a simile between the action of phyically act of fucking ('having sex' if you want to put a polite spin on it), with the intensity of a broken sail flapping in the wind.
