I think your right about the awakening or spiritual emergence. Further I would add that term 'Radioactive' in the context of the song may refer a new consciousness about songs on the radio as opposed anything nuclear and/or being suddenly 'wired up' to the Universe. Also, the 'chemicals' he is breathing in may be drug related rather than pollutant as there is more of an eager spin and tone regarding these ' chemicals' and not negative (which may have been taken before the 'awakening'....or not, as you mentioned there can be chemicals triggered in the brain due to other reasons, such as endogenous DMT). 'Welcome to the New Age!" is an acknowledgement of this newly emergent state of being and a new order. There may be neo-Marxist aspects (we'll paint it red, to fit right in) - and I don't think he's necessarily that comfortable ( a sarcastic comment) or convinced about the political ramifications, but may be experiencing the awareness, consciousness and freedom but also find it 'apocalyptic'.

I think this song is about a feeling or a 'mixed state'. I've been diagnosed with bipolar and I'm quite accustomed to this state. Summertime usually represents a hot time and in life it relates to a time of sexuality, though with bipolar this state can be mixed with a sort of intense sadness and melancholia which can almost 'heighten' the experience; it's a sort of euphoria, hence she states about it that at least she'll die happy tonight". Some of this 'euphoria' comes a sense ( especially after the challenges that come with this state) that nothing really scares her anymore; a state of fearlessness!
