the song is about committing a general crime or illicit act with an accomplice.

Not that Julio is slang for the crime (or what others assume as grass or other substances) but that he has a partner in said unnamed crime.

my idea of the song is that it could be about fame and supply and demand of being an artist. and about being a rockstar onstage and being yourself offstage

to me could mean in that context his willingness to open his offstage persona to almost anyone but no one gave that person a chance.
