In my opinion, "disappearing under melted snow" means the sea level has risen over the city (Miami is currently on average of 6 ft above sea level, so that wouldn't be far-fetched). "Melted snow" means water, not the ushering in of a new ice age... (That would be frozen snow :P)

"Everyone turn[s]...[their] critical eye/on the burning sun," meaning everyone blames the sun for this rising sea level (perhaps, when the blame should be cast on the people themselves for catalyzing this process [global warming] so astronomically--but that's not mentioned explicitly in the song, maybe in the words "self-absorbed" and "you can't turn back time").

Being "stuck in the passion void" at this "fortress of an address" -- probably levies built to protect the last remnants of the city from the encroaching water -- is the consequence of the destructive habits of humanity.

The "empire" represents our belief that we can overcome anything and do whatever we want...But as it turns out, there are consequences for that belief (mentioned earlier).

I definitely see and hear a global warming theme, but I'm not seeing anything about another ice age. And I personally don't see it as an apocalyptic romance, but that's my lack of imagination, I suppose. :)
