Now, the way I see this, his "past resignations" are things he's given up on. Calling things "pretty" and "good" are the way he felt about the things before he gave up on them.
Over all, the song is about having to go to rehab over drug abuse. And then addressing the things that he had left behind in his life, including the drugs.

His resignations:

Visiting = Once a person becomes addicted to certain drugs, they become very detached from the world round them and tend not to interact with friends and family. "Seems that all they ever wanted was a brother" shows that his family missed him quite a bit while he was on the drugs.

Fingernails = Not quite sure about this one..... Certain drugs (such as meth and cocaine) cause the person who is under the influence of them to pick and bite at parts if the body (fingernails, face, ect.) Perhaps this is what it means?

Ritalin = Drug that he's given up on

This can be a secret, we can keep it good = He's speaking to his drug dealer, he doesn't want his dealer to tell anybody that he's purchased his drugs and he wants to keep it good with him.

Them balloons are pretty big, and say they should ever fall to the ground, call the magic marker.= Well, the balloons represent happiness in life, if his happiness is the ever fall, he is to call the magic marker. The magic marker, as most of you know, is an inhalant, producing an artificial high if its fumes are inhaled. So it basically says he does drugs when he's sad.

It's been too long = He's been doing drugs for so long, it's hard for him to stop.

Ritalin is easy, Ritalin is good, even the ones that watered down the daughter. = He is saying that Ritalin is an easy drug to score, and that it's a really good drug. The "even the ones that watered down the daughter" part refers to how Ritalin, even if it induces highs, it is very dangerous. "Watered down the daughter" is a way of saying having a miscarriage, which many drugs can cause.

Seems that all the cysts and mollusks tend to barter. = Minocin is a type of infection killing medicine often used for sores and openings. Many drugs can cause these to form, so minocin would be used to get rid of infections in them

This is one of the very few Manson songs that almost directly states its meaning. The song is about the children with mental distress doing outrageous things to prove a point.

Got my lunchbox and I'm armed real well = This could either reference how in Florida, metal lunchboxes were outlawed because students would use them as weapons. Or "lunchbox" could be a euphemism for a firearm, you must remember that this song was published only two years after Columbine. This could be a song to recognize Columbine.

This motherfucker is going to get my metal = Whoever has bullied him is in for trouble.

I wanna grow up, I wanna be, a big rock and roll star, so no one fucks with me = Manson himself said in an interview, "So when you have things like Columbine and you have these kids that are angry and they have something to say and no one's listening, the media sends a message that if you do something loud enough and it gets our attention, then you will be famous for it." My theory is that this is what that means. His term "Big rock and roll star" refers to being someone of great fame for their actions.



I got the pencils in my pocket, try to put me down = Pencils can be used as a weapon because they are quite sharp. This boy has every intent of killing those who have wronged him.
