I think the protagonis is simply falling asleep and drifting into unconsciousness/psychosis, and "waking the witch" is a battle for sanity in the subconscious mind. "Watching you Without me" is jungian psychology or out of body experiance hence the disjointed voices/disconnected voices. "The Morning Fog" is simply rescue and/or awakening from the dream/nightmare. |

"counting sheep" is a method traditionally given by parents to children who can't sleep to try and make them nod off. I imagine it's something to with that rather than any literal reading. |

its someone in the water, drifting off into sleep. The part about "little lights" and "the sound of engines" refers directly to WWII british movies like "The Cruel Sea" where shipwreck survivors in the water have lights on their lifejackets to attract attention of rescuers particularly at night or in the fog, hence the "sound of engines" |

"white horses" is simply the term applied to waves that break at their tops resulting in white water - so "racing white horses" simply means running with the waves |
