So this may be a bit too literal and I won't deny there could be more to this, but it's seems like a pretty clear cut song about rich and poor and a nation divided by wealth. The song is both political and satirical. It's second person, but I think the "you" refers to different people through the song.

When the sun sets in the evening
and you've still more mouths to feed
you may find yourself with a basket of bread
a tiny, little piece is all you need

Those born with a silver spoon in their mouth have far more than they need while a poor nation suffers.

when your journeys blocked by water
and you pass without getting wet
you may ask yourself what's the meaning of it all
a tiny, little shrug is what you get

Presumably, the "tiny, little shrug" is what get when you ask your (equally well-off) circle of friends why you have it so easy. With little hardship in life, your peers do not appreciate that many suffer more in life than themselves.

on your quest for information
bring along the tools you need
if you find yourself staring blankly at the screen
a tiny, little chip is what you need

This stanzas a bit more abstract but my guess is that it's supposed to contrast the first two lines with the last two lines. Unlike the previous stanzas, I think this one is addressing the docile poor and not the entitled group. I'm not sure what "chip" they are referring to, but it comes off as a "mind-controlling chip" in the sense that an audience glued to their televisions is controlled and need not ask for anything further (which, contrasts with the idea of bringing tools for a quest of information).

when your nations steeped in sorrow
and your pundits are having a fit
you'll redeem yourself at the end of everything
a tiny, little atom's all you split

First two lines here add weight to this interpretation of a rich/poor dynamic. Last two lines are a bit trickier, but this is not surprising considering the rather constraining pattern the writer had to follow (a tiny, little ___ is ___ you ___). One interpretation might be that at the end of the day, the problem solved is not the problem that needs solving. Cheap atomic energy may come as a moderate convenience for the whole populace (the redemption), but doesn't solve any more important problem (the wealth divide).
