Obviously written at the time Eugene spent in Pernambuco, Brazil. Has some parts in portuguese:

"Never did I fit the frame invented by the gringo" - gringo is a slang for foreigner in Brazil too, specially for USA/Europe foreigners.

"Cachaça a-clandestina" Illegal Cachaça (cachaça is a very strong alcoholic drink, made from sugar cane)

"Yeah, Cachaça da cigana" Yeah, Gypsy's cachaça!

"Russo Frevo!" Russian Frevo - Frevo is a folk dance in Pernambuco, Brazil. Is very curious, it is danced with a multicolored umbrella. It is very similar to the drums we hear in this part.

"Amigo, who sent you?" amigo = friend

Not much to say about the song's meaning, it's Eugene experience with Pernambuco's scenario and music.

"Uma menina, uma cigana" translates from the portuguese (not spanish!) to "A girl, a gypsy".

This song was probably written at the time eugene lived in Brazil (another obvious referece is the song "in the meantime, in Pernambuco" - Pernambuco is a state in Brazil).

As for the part "mara-kata-karu", these refer to "maracatu", a brazilian folk dance. Those drums and whistles we he sings this part are the maracatu style.
