I think you're being too literal. The album is about the american civil war and a breakup. As the opening track, this is just after the breakup. Rally round the flag refers, to me, to getting your mates around you to help you through it. |

I feel like it's half that, and half just about boys and girls. Us and them refers to "us" the good guys and "them" the bad guys, but also "us" just as guys and "them" just as girls. |

I'd imagine it's half and half. Plus, it fits with the motif of the album being about a breakup - "tramps like us, baby we were born to run" is in a song about getting together with a girl and that feeling you can do whatever you damn well please together, so the "born to die" idea makes sense for a relationship that has ended. |
