| I think this song refers to the destiny deities that weave human destinies on the loom of fate in various mythologies, like the Norns (norse mythology), the Moirai (ancient greek mythology) or the Parcae (their roman counterparts). They are usually described as three sisters overseeing different parts of destiny (like birth, life and death), hence the "sisters weave on" rhyme.
