This is just my opinion, but I think that American Eulogy is exactly what it sounds like. The whole song, Green Day is complaining about how terrible the country is now, and how it has caused widespread panic. This is also just me, but I think the sounds at the end are some kind of detonator detonating the country (probably by another country whom we are at war with)
