Yup. That's what he wrote it about.
I didn't know that until I read it on here though. That's why I Shared my interpretation. Songs are like paintings. Two different people will see two different paintings (interpretations) even when they're looking at the same one, no matter what the artist intended (or didn't intend). It's one of the beautiful things about art of all kinds.

To further this...
As a gay person he doesn't want to be society's "monkey wrench, indecent accident" as many in the conservative right would label homosexuals. Those lines are said somewhat tongue in cheek to throw the guilt back at the ones who cast it in the first place.
This could almost be a suicide note left to be read after the fact. "since I was always caged but now I'm free!".

The phrase "1in10" was the one that caught my attention years ago when I first heard this song. After listening to the whole thing my first impression was that it was about someone who is gay trying to deal with their feelings and truth of who they are in the midst of a society that was far less accepting of non-heterosexuality than it is today.
It was their "coming out" song.
The general consensus of experts was that 1 in every 10 people is gay, whether they admit it or not.
"What do you do when all your enemies are friends?".
"Now and then I'll try to bend..." - conform to what the prevailing societal attitude was.
Had quite the impact when I thought of it this way.
