I saw it as meaning the Elephant has tried to live virtue in the world, but virtue as seen by the people is not true virtue. What we see as symbols or acts of kindness are not actual kindness. "Trammels and rings" of our realities pervert the reality of kindness--she can't be kind because kindness to those she serves is an illusion.

Tiger is "formed"--as of shrubs--as Blake's tyger is. Sees the world as a Gnostic would--understanding that the physical world is pointless and needs to escape not physically but mentally and therefore spiritually (sees no reason to escape cage because life is a cage escaped through knowledge and faith). What was once faith and passion to escape life, a "siren's song" of release, is pointless and there is no reason from its cage because it could free itself from within itself. If Elephant is the sacrifice of the self to free her "children" from physical prison, Tiger is realization that physical freedom is pointless due to the fact that it's knowledge that brings spiritual freedom, not being released from a cage. "Real" tiger is nothing, just as a topiary tiger is. Not real sure that makes any sense, but...
