From the title it seems as if it's trying to convey that 'Police and Thieves' are synonyms like 'waifs and strays'. Obviously there is strong irony is this revelation. |

I was wondering if the 'I put in the money and pull out a plumb' line was a reference to the Little Jack Horner Nursery Rhyme on the surface, but had some deeper cultural/social slang meaning. Not sure what it would be though. |
