The ocelot is a beautiful animal that has much value to offer to the world. It was once an endangered species. Trey is an ocelot because there are so few like him in the world. This song is all about how it is not right to deprive the world of the beauty of Trey's music, much as it would not be fair to deprive the world of the ocelot's aesthetic beauty.

Ocelot, Ocelot where have you been (Trey, where have you been?)
Morning is over and noon slouches on (Trey has been doing drugs and sleeping late)
Your stripes could all fade in the poisonous day ("Stripes" here is referring to lines of worry on Trey's face from negative reviews. "Day" refers to being out in public and performing in front of people. Trey thinks the day is poisonous because of these reviews. The criticism is poisonous. But if he went out into the "day", he would find that his worry lines actually would fade away.)
When you see the sunlight move out of the way (Don't let critics "burn" you with their reviews. Just don't read them, don't pay them any attention.)

You prance with the beasts who parade every night (Trey is out partying every night with "beasts," those who rely on the base pleasure of drugs for satisfaction rather than the higher forms of enjoyment, such as the pursuit of art and music. The beast is also frequently a reference to the devil in literature. Many link drugs with the devil.)
And silently slouch through the forest by night ("Silently"=he is not playing or performing music. "The forest by night"=avoiding the public and performing.)
Don't be the only one left on the block (All your friends are going out to perform, come with us.)
Come hide in the herd (Join your friends, be social, come out into the public!)
And float with the flock ("Float" refers to the idea that coming out of hiding and performing with his friends will allow him to reach higher heights and float out of depression and negative emotions. Being social and performing in public will make him feel better.)

You never listen to me anyhow (I know my requests for you to come out and play music publicly will probably be fruitless as they always have been in the past.)
You wandered and ambled, you walk now you run (You are lost and confused. Trey needs to find his path because right now he doesn't know where he is going or how to get there.)
Knowing you'll bake like a snake in the sun (Trey can't handle the criticism; it'll kill him. Remember: sun/day refer to criticism here.)
Ocelot, Ocelot where are you now?
Won't you come out to play? ("Play" is double entendre here. It means "come out and have fun," referring to the classic question posed to parents by neighborhood children, asking parents if their friends can come out and play. It also refers to play in the sense of playing music.)
