The jingle jangle morning is a description of the first pangs of withdrawal, before you go cop heroin in the morning. Anyone who has taken opiates regularly knows what this songs about because jangly is one of the first words come to mind re opiate withdrawal. You spend the morning following the dealer or doctor to get your fix, he's the tambourine man. Heroin is a morning game, unlike other addicts of other drugs often happen at night. Heroin you wake up feeling jangly and go ragged through the streets to find your man (dealer). This is fairly well known song and meaning, I thought everyone knew this. I'll look for an actual source though.

One thing not mentioned in comments yet. Sandy fishnets washed up on the shore. Dead, presumably. After she goes missing (sold?) at 13, her body washes up. This is alluded to in the lyrics, but in the animation music video begins with her body up, then Evalyn tells the story of her.

Wouldn't be surprised if the line "so I might join your century but only as a doubtful guest" is a reference to the Edward Gorey book The Doubtful Guest. He has a similar, sort of Edwardian aesthetic.
