REAL ANSWER HERE: I know what this song is about. Noone here is even close. The first stanza block is about impulsive behavior in general. when he says "ally" it's somewhat sarcastic in that by 'ally' he means more along the lines of 'crutch' as in something you use like an excuse.

"Leaving the senses to fend for them selves, the senses collect undeniable data" also sarcastic in saying that they are undeniable when really they are misconceptions. we impulsively assume what we hear must have truth to it, based on mere feelings.

then in the second stanza block (chorus), the "I" is referring to basically himself but also anyone else who has learned to ignore outside influence and impulsiveness. 'all rise, (but) I fall' going against the mainstream.. 'time feels like a midnight ride' i think this is the only part that may specifically be referring to meditation of a sort. maybe not actually sitting down and meditating, but when you apply the techniques used to meditate to the rest of your life, all the life around you seems to be frantic and anally trying to find an answer 'finality waits outside' while you remain calm and stop to smell the roses, the rest of the world is 'weeping in perplexity's arms' because they're perplexed and sad, left wondering why they haven't found happiness 'Curessing our smiles inside' frustrated trying to stay happy all the time, when they should be accepting all emotions because a life spent completely happy all the time is a life wasted.

the next stanza is basically the first stanza, but using more specific current events to make the same point as opposed to the conceptual way written in the first.
again, it's about 'an unsettled mind' or a worried and fearful mind, this time the worry being a common one at the time, national debt. just like today how the republicans are making everyone scared about the national debt to get more votes. 'leaving the senses to fend for themselves' leaving the worried person to make assumptions from what he has already subconsciously determined are facts. (At this point, you probably think i'm crazy, but it's true. i say republican do this, but everyone does, including myself. i constantly find the same thing happening to myself as i use my convictions or beliefs as a crutch to argue that my assertions are the truth, when really I don't have a clue to the real truth. whatever i was saying in that moment FELT like it was true, so that should be enough right? nope.) anyways, to use republicans as an example again, it says, "About high pulse weapons and microwaves," which refers to their reaction to be pro-war to satisfy the fears felt from pretty much unrelated issues. 'then the people found out the lie' .. that line makes much more sense with what i've been saying eh? refers to the backlash against the needless US wars.

next, 'Wanting to get you high, Wanting to touch the sky" again referring to impulsively reacting to outside data, but this time portraying it's almost like a drug how we love to satisfy our impulsiveness and how we feel self-assured and high every time we do.

yep. that's all. the whole song is basically about american culture, just like the rest of the songs in steal this album.
