All the aforementioned interpretations seem to have their valid points. The critique on the modern (80ies) way of false relationship as well as homosexuality or even the ambivalence between fast love and church and marriage etc.

But for me it seems that Bowie once again cryptographically wants to sing about his relationship to drugs. You know, you can't just sing "I'm a junkie high on cocaine but trust me I try hard to get clean, even though I fail at it over and over again" in a pop song that is supposed to sell well among the teenager market worldwide, so you have to sing rather in metaphores.

The first sentence of the song says pretty clear what the song is about: Drugs (I catch a Paper boy)

I catch a paper boy ==> I bought drugs from the dealer

But things don't really change ==> I had a trip as usual
I'm standing in the wind ==> I have a tough time
But I never wave bye-bye ==> I just can't manage to quit this addiction

It's just the power to charm ==> The impact of the drug makes it hard to resist
I'm lying in the rain ==> The drugs make me weak and destroy me
But I never wave bye-bye ==> But I just can't quit the habbit

Never gonna fall for ==> Don't get ever addicted to

Modern love - walks beside me ==> Drugs - they are always following me

Modern love - walks on by ==> Drugs - always lacking
Modern love - gets me to the church on time ==> Drugs - provide me a trip
Church on time - terrifies me ==> The trips - are horrible
Church on time - makes me party ==> The trips - are wonderful
Church on time - puts my trust in god and man ==> The trips - make me high
God and man - no confessions ==> When I'm high - I do what I want
God and man - no religion ==> When I'm high - I think what I want
God and man - don't believe in modern love ==> When I'm high I realise drugs are no good

I think that this song is about a woman who doesn't want to fall in love again with an obviously attractive man due to a bad relationship experience in the past.

This man is obviously (sexually) very attractive (his touch makes her "pulse react") but for her own "protection" she says to him 'nope sir', a guy won't cause me a "broken heart" (again).

In the refrain she just asks a general question about the value of love at all, she concludes that love in real life is not what it is suppopsed to be according to ones imagination and /or dreams. At first you fall in love with an attractive man but than your heart will be broken (he will cheat or misstreat you).

But she also states that she isn't all happy about her beeing reluctant to love because she actually doesn't really want to spend her life alone. "But I have to say... It scares me to feel this way" because even though she has made bad experience in the past, she still has hope that she will find the right one finally.

On the other hand it might be interpreted as a song about a woman who uses to have sex with the guys but doesn't wand to start deeper relationships with them because real love can turn out painful. (She likes to have a 'higher pulse rate' but doesn't want to have a 'broken heart')

Just a nice song about a girl having a crush on a (propably a few years older) guy.
Deeper meaning apparently is that love is not bounded to any social conventions, when you fall in love, you fall in love, but if you do and the society convention doesnt allow this love, you have to keep it a secret.
