One Inch Man, lonely soul (he's insecure and lonely).
Two Inch Man, Two Inch Man, gimme more (he's had a sex "fix" and becomes two inch man).

This man is not into love in the true sense. His relationships are about sex. His feelings of self worth are based on "scoring" sexually. He's never anything higher than two inch man for this reason. He's a "small" individual because of this maladjusted behavior, whether he scores or not.
He's a womanizer using women for sex. He becomes temporarily gratified and moves onto the next one:
Five steps back, get him back (he's moved onto another woman)
Three steps up, get him up (give him an erection)

He doesn't know about love and none of his "relationships" are long and so he's "Always so lonely, lonely, lonely

Religion and philosophy are not the same. She's comparing the two. She describes religion in positive ways and philosophy in negative ways.
"Religion is a light in the fog" is a line (among the others) that clearly describes religion positively.
She's saying philosophy leads one astray while religion saves.

I think perhaps that the previous comments about this song need to be flipped around.
Soundgarden are not a "subversive" band. They would not in this song be saying that wrong and right are the same, that it rains on the good and bad alike.
In fact what they are saying is:
"No wrong no right or guilt admission
It's all the same
You've been bitten, you've been bitten"
You have to take into consideration the last line - "you've been bitten"
For me, this last line implies that those who view wrong and right as the same are "bitten" or doomed.
It is indeed a song that advises one to regard morality.

I think this song describes the true, positive value of religion, as opposed to philosophy, which is described as 'a talk on a cereal box' (pointless intellectualising) and 'a walk on slippery rocks' (you might fall and hurt yourself).
Religion is described as 'a smile on a dog' (simple creature that knows the simple truth) and 'a light in the fog' (guidance through the confusion).
Perhaps she says 'choke me in the shallow water, before I get too deep' to say that philosophy leads you up the garden path and makes you confused if you go too far into it. So she says stop me now before I get too deeply into it.
Jesus said, love God and love your neighbour, which is the simple truth.
