He does change U.K. to U.S.A. throughout the song.
The reason the lyrics are wrong on Megadeth's version is because Dave tried to get them from listening to the original, but had trouble understanding Johnny's vocals. Any parts that he couldn't understand he just made up something that sounded like it.
Obviously he didn't really put a lot of thought into it.

You concisely explained what I've always thought about the song. Even when I was a teenager I felt that the song was about two people whose youth was behind them. Both of them are lonely. One feels hopeless and the other feels restless. He is ready to take a chance and get the hell out of what is a dead end life in a dead end town and he's inviting her to go with him.

I agree with it being about heroin addicts. The first verse and the "freckles" refrain is about track marks.
If you want to read more into that interpretation, popsicles are something commonly craved by heroin addicts, especially when they are between fixes or trying to kick.
