I think it could be about drugs. Sally could be a street name for speed, for instance... Rereading the lyrics, there's lots of talk about burning and flames, running fast but not running away, Down the street where they offer the deals, taste from the hand that feeds, feeling something grow from a whisper to a shout with a fist in the air... it all sounds like drug use. (Check out Tori Amos' song Horses about heroin - very similar in metaphor)

Yeah, it's heroin... Beauty Queen is the heroin, bean bag is slang for the bag it comes in. The Laundry Scene is some scummy place to go for the deal (like a laundromat).. "Don't know why she's in my hand. I lie, lie, lie again" is the justification... as though you don't really know what it will do, but really, she does. She's just lying to herself.

Horse is another word for heroin, and she's just played on the word, turning it into something else with the army thing... but the army is in reference to an arm. The arm needs to be still to inject heroin. And of course, she's "riding" on horses.. taking the drugs...

When she opens her hands and they "were empty then" is when she has injected the heroin. Notice the piano changes to the Lesley Cabinet speaker, so it sounds all tripped out, and she's "off with Supafly sniffing a Sharpie pen" and whatnot... haha.. totally on drugs..

Then look further into the album.. Professional Widow... "Mother Mary" ... "China White" ... "Brown may be sweeter" - brown referring to the colour of heroin, a bit like china white...

Drugs, drugs, drugs, drugs... If you've watched any interviews of Tori from recording this album (when she's in and around the church she recorded in) you'll see... YOU'LL SEE...
