I haven't though about it much, but the "cowboy lawman" is probably Bush, considering he was from Texas. I'm not entirely sure of what the cell is, but the fact that he "tore into it - as night fell" could be a reference to the old bomb warning system of time. The closer the time was to midnight, the higher the chance of a bombing, meaning he bombed another country *cough cough Iraq cough cough*. The cell could be a country or a bomb. The part with "smells like midnight's cooked up a storm in here" may be the bombing resulting in high tension/anger/fear in America or Iraq. And bombs might smell bad. I don't know. "Have an armed guard posted at your flag. Stroll through town with a gun stuffed in your pants" may relate to the sense of a lack of safety in America after 9/11. I'm completely lost on the "loose lips" and "bankers kids" parts though. That's the best I could do deciphering these lyrics.
