I agree with all you guys who say that this song is about the french revolution but do not be mislead by the cover there might other interpretations like Judes13 made one. The song can also describe what George Bush was trying to do. He was trying to rule the world by himself and "St. Peter won't call (his) my name" because he was a murderer for sending millions of people to Middle-East just for petrol. I mean instead of war he could have tried to make agreements with the leaders and prevent those young kids dying.
Secoindly, Jerusalem is a holy place for the Christians and Roman Cavalry Choir is just giving the image of lots of people marching along chanting in unison. In my opinion when we combine them we might understand that Jerusalem is warning "The King" to get people live in unison but because the king chooses to follow the God of Greed, he is no more accepted into the Heaven.
And finally, I belive that the ruler or the king must be careful because there reign stands on "Pillars of salt and pillars of sand" which are not very strong indeed.
